Tarek El-Bishry, the head of the committee that wrote the constitutional declaration said that the emergency laws have expired.
He explained that article 59 of the declaration made it impossible to extend the state of emergency for more than 6 months without a referendum. And since the constitutional deceleration was voted up on in a referendum last March, thus the emergency status expires today.
We are yet to see how SCAF will respond to this. Either this was intended by SCAF or it was inadvertently missed when they widened and reenacted the emergency laws.
This will be the first time the state of emergency gets suspended in exactly 30 years.
